June 5, 1952— August 23, 2007. In November 1998 he became the Manager of the AIDS Surveillance Program. In this position, he oversaw millions of federal grant dollars for HIV/AIDS surveillance and public health research, which has aided in the prevention and treatment of HIV and AIDS in the Philadelphia area. He personally hired all twenty-eight current staff members of the Philadelphia HIV/AIDS Surveillance Program. For all of them Jim was not just their boss. He was a friend.
