I think that applying discount rates is a necessity for hotels but only in low seasons such as summer or week ends for a parisian hotel. Hotel managers once beleived that only the reservations departement should set the prices and availability. This has significantly changed over the past few years. The front desk also plays a big part, they answer the phone and tell when the hotel is fully booked or not. They should be able to tell the reservations manager whether they were alot requests or not, so he can then note it for the following years.

Integrating a revenue management system is a must whether it is for online or offline, direct or indirect bookings. However a revenue strategy for each of the channels of distribution is debatable.
