Previo a un accidente suelen ocurrir sucesos que no siempre se detectan y revelan la existencia de riesgos para la seguridad operacional. Su identificación y análisis permite definir e implementar medidas preventivas eficaces. El Sistema de Notificación Voluntario de Incidentes y Ocurrencias (SINOV) de la DGAC está orientado a la prevención, sin ánimo de buscar en ningún momento faltas o responsabilidades en los sucesos notificados.

El Sistema de Notificación Voluntario de Incidentes y Ocurrencias de la DGAC - SINOV proporciona a sus usuarios un canal directo y efectivo para comunicar toda situación que afecta la seguridad operacional. Asimismo, este programa contempla la participación del Comité de Seguridad Operacional a través del cual se propondrán medidas de prevención. La gestión de las notificaciones de incidentes persigue la mejora de la seguridad, sin ánimo de determinar faltas o responsabilidades.

Quién tiene que Notificar? Establece el compromiso moral de notificar tanto las personas (pilotos, copilotos, tripulantes de cabina, controladores, personal de mantenimiento, asistencia en tierra, etc.) como a las organizaciones que, en el ejercicio de sus funciones, tengan conocimiento de incidentes u ocurrencias acontecidas que pongan en riesgo la seguridad de las operaciones aéreas. Las organizaciones deberán tener procedimientos internos de reporte de incidentes como lo establece la CA 119-01/2008.
